Start with precise definitions
In everyday procurement language, an OEM part usually means an article supplied by or through the original equipment manufacturer or the holder of the product's original type design and production system. The term is commercially familiar, but buyers should still identify the actual manufacturer, production approval, part number, condition, records, and eligibility of the item offered.
FAA Parts Manufacturer Approval, or PMA, is more specific. The FAA defines PMA as a combined design and production approval for modification and replacement articles. It permits a manufacturer to produce and sell approved articles for installation on identified type-certificated products. The design approval establishes compliance for eligible products, while the production approval covers the controlled manufacture of the approved design.
A PMA article is therefore not simply a generic copy or an “aftermarket” item with no approval. Equally, the existence of a PMA does not mean every PMA article fits every configuration or is automatically acceptable under every operator, lease, warranty, maintenance, or national-regulatory arrangement. Buyers must evaluate the particular approval and intended installation.
How PMA approval can be established
The FAA explains that a PMA applicant may demonstrate design compliance through tests and computations or establish that the article is identical to an approved design, including through an appropriate licensing arrangement. PMA may also be associated with certain modification articles approved under a supplemental type certificate. These routes are not marketing grades; they are approval bases that should be understood in the context of the article and eligible product.
Buyers can search FAA PMA listings in the Dynamic Regulatory System by holder, article, approval basis, make, and model. The procurement file should capture enough information to connect the offered item to the approval: PMA holder, supplement or approval reference, PMA part number, eligible product, markings, and supporting production or release documentation as applicable.
Do not infer eligibility because a PMA item resembles an OEM item or because a seller says it is “equivalent.” The authorised technical and maintenance functions should confirm the effectivity and installation basis using current approved data.
OEM origin does not remove receiving responsibility
An OEM-labelled article may align directly with the type design and existing operator documentation, which can simplify sourcing and acceptance. Established support networks, service information, warranties, fleet experience, and contractual familiarity can also matter. Those benefits are transaction-specific rather than universal.
Buyers should not let a familiar brand replace inspection. Counterfeit, misrepresented, damaged, improperly stored, life-expired, or poorly documented material can be presented under a familiar name. Part and serial numbers, condition, modification status, packaging, trace, release status, shelf life, and physical item still need to agree. Source authority and direct-ship claims should be verified where they matter.
FAA guidance on replacement parts addresses eligibility, quality, identification, and traceability. Its practical message applies across categories: determine what the article is, how it was produced or maintained, whether it is eligible, and whether the records support the intended use.
Approval is not the same as installation acceptance
An approval answers important design and production questions, but installation is an article-, aircraft-, operator-, and jurisdiction-specific decision. The buyer may need to account for the exact model and serial-number effectivity, embodied modifications, airworthiness directives, maintenance data, criticality, life limits, and the status shown in the records.
Cross-border acceptance deserves particular care. FAA approval originates in the United States. EASA describes how PMA acceptance operates within the EU-US bilateral framework and maintains policy on PMA approvals, but conditions and exceptions can matter. Other civil aviation authorities may follow different validation or acceptance arrangements. Confirm the rules that apply to the State of Registry, installer, maintenance organisation, and intended operation rather than relying on a global assumption.
A release certificate is also not a universal installation authorisation. The installer and appropriately authorised organisation retain responsibility for confirming that the article and documentation meet the applicable requirements.
Compare more than acquisition price
PMA articles are often considered because they may offer price competition, availability, additional sources, or design and support alternatives. OEM parts may offer fleet commonality, established contractual support, familiar technical data, or easier alignment with existing commercial arrangements. Neither set of advantages applies identically to every part.
Compare total lifecycle effect. Consider purchase price, lead time, minimum quantity, freight, warranty, reliability evidence, removal rate, maintenance burden, tooling, technical support, inventory pooling, repair options, interchangeability management, and likely residual or remarketing impact. A saving at purchase can disappear if the article creates lease-return work or fragmented stock; conversely, rejecting an approved alternative automatically can preserve a costly single-source dependency.
Ask suppliers for evidence behind performance or savings claims. Fleet experience can be useful, but it should be relevant to the part, operating environment, and configuration. Procurement should present the commercial comparison without converting it into an engineering approval.
Check contracts, leases, warranties, and internal policy
Regulatory eligibility does not settle every commercial question. Aircraft or engine leases may contain provisions about replacement parts, return conditions, records, modifications, or lessor consent. OEM or maintenance agreements may affect warranty, support, pricing, or performance commitments. Insurance requirements and customer contracts can also influence acceptance.
Review these obligations before purchase, not at installation or redelivery. If consent is required, preserve it with the transaction record. Avoid broad statements such as “the lessor never accepts PMA” or “approved means no consent is needed.” Read the actual agreement and obtain qualified legal or technical advice for the specific fleet and jurisdiction.
Operators should maintain an approved internal policy defining who evaluates new articles, what evidence is required, how criticality changes the review, and how configuration and inventory records are controlled. Consistency helps urgent sourcing without bypassing governance.
Documentation and identification checks
For a new PMA article, the package may include markings identifying the manufacturer and part, the FAA-PMA designation where required, eligibility information, shipping or production documentation, and an authorised release document where applicable. Exact documentation depends on the transaction and status. OEM material likewise needs appropriate evidence of origin and condition; a logo on packaging is not enough.
At receiving, compare the purchase order, physical item, markings, packaging, invoice, release documentation, and approval data. Resolve differences in part number, serial number, quantity, condition, dates, issuer, or eligibility before acceptance. Check storage and shelf-life controls where relevant. For used, repaired, or overhauled items, review the maintenance release and work history required by the buyer's system.
Retain the decision package: requirement, alternatives considered, approval lookup, engineering and quality acceptance, commercial consents, supplier communication, shipping records, and receiving result. That record supports configuration control and future procurement.
A balanced buyer decision framework
- Is the article approved and eligible for the exact aircraft, engine, or propeller configuration?
- Who holds the design and production approval, and can the approval be verified at the original source?
- Do markings, part numbers, records, condition, and physical item agree?
- Will the operator, maintenance organisation, lessor, insurer, warranty provider, and applicable authority accept it?
- Are installation data, continued-airworthiness information, technical support, and warranty terms available?
- What is the total lifecycle impact—not only the unit price and quoted lead time?
If the evidence supports both options, procurement can compare availability, support, performance, and total cost. If eligibility or acceptance is unresolved, a lower price should not force the decision. Escalate the open issue to the appropriately authorised technical, quality, legal, or commercial owner.
